Norwich and the rest of Norfolk are different audiences, and Meta will treat them as one unless you tell it otherwise. The 2021 Census puts Norwich’s median age at 34, below England’s 40. North Norfolk’s is 54, the highest of any local authority in England. A single campaign covering both is advertising to a young city with a large student population and one of the oldest districts in the country at once.

Meta doesn’t care about that. It spends where it gets the cheapest result for the goal you set. If older audiences in the county fill in forms more readily, spend drifts towards them, whether or not those enquiries turn into work for you.

The instinct is to cut them out, and it’s usually wrong. Excluding an age group or a district stops Meta spending anything there, including on the ones who would have bought. We keep them reachable. Once your quotes and jobs show which groups convert, we lower the bid on the weaker ones using Meta’s value rules.

Facebook ads around Norwich can be targeted three ways, and each draws a different map.

01A radius around “Norwich”Meta’s radius around a city runs from 10 to 50 miles. Even the smallest setting covers far more than the city council area. Great Yarmouth is 20 miles out, Lowestoft 22 and Cromer 23, so a 25-mile radius reaches both coasts and crosses into Suffolk.
02PostcodesTargeting the NR postcode area is not the same as targeting Norfolk. NR covers central, north and east Norfolk plus Lowestoft, Beccles and Bungay in Suffolk. King’s Lynn is PE and Thetford is IP, so both fall outside it.
03A dropped pin or addressThe radius can go as small as 1 km and as large as 80 km. This suits a business people come to, like a shop, a clinic or a showroom, better than one that travels to its customers.

King’s Lynn is about 44 miles west of Norwich. A Norwich-centred circle only reaches it near Meta’s 50-mile limit, by which point it covers most of the county as well. If you work in west Norfolk, a separate pin there is usually the cleaner option.

Meta can’t show your ads only to people who live here. Its location setting counts anyone who lives in an area or has been there recently, and there’s no switch to limit it to residents. That matters in Norfolk. North Norfolk District Council’s tourism report counts about 9.4 million day and staying trips in 2023, for a district of 103,000 residents. A radius around Cromer or Sheringham reaches holidaymakers as well as householders.

A tighter map won’t fix that. Fencing in a few towns also cuts out residents who work elsewhere during the day. We qualify people in the ad instead. Put the area you cover in the headline (“Norwich and within 15 miles”, “North Norfolk only”) and the wrong people rule themselves out before they tap.

The opposite applies if you run a holiday let, an attraction or a café on the coast. Meta also offers an option to reach people elsewhere in the UK who show an interest in the location. For you, the visitors are the customers.

In a smaller market, the same people see your ads more often.

Instagram and Facebook ads in Norwich wear out faster than the same ads run nationally, because the budget is spread across fewer people. The same spend means more repeat views per person. The warning signs come in order. Frequency rises first, then click-through falls, then cost per lead goes up.
